County schedules impact fee workshops

Volusia County’s Growth Resource and Management Division will hold two workshops to inform the public about the recently completed impact fee study. The workshops will be held at these times and locations:

  • 6 p.m. Wednesday, July 27, in the Dennis R. McGee Room at Daytona Beach International Airport, 700 Catalina Drive, Daytona Beach
  • 6 p.m. Wednesday, Aug. 17, in the first-floor training rooms of the Thomas C. Kelly Administration Center, 123 W. Indiana Ave., DeLand
The proposed changes to the existing fee schedules identified in the study are a result of extraordinary circumstances. To comply with the requirements of Florida Statues §163.31801(6)(g)2, the workshops are dedicated to providing the public an opportunity to review the justification of extraordinary circumstances necessitating the need to exceed the phase-in limitations contained in Florida Statutes §163.31801(5)(b),(c), (d) or (e).

The Volusia County Council approved a contract on Oct. 5 with Tampa-based Tindale-Oliver & Associates, which has since changed its name to Benesch, to review the fee formulas and calculations for the thoroughfare roads, fire rescue service and parks impact fees. The study also reviewed an option to establish a countywide impact fee for emergency medical services.  

The study, with a price tag of $153,165, includes recommendations and will provide the county with the data needed to update its fees. 

The update to the impact fee ordinances is scheduled for review during the Sept. 20 County Council meeting. If approved, the new fees will be in effect Jan. 1.

Volusia County assesses impact fees on new development to help pay for roads, fire rescue service and parks. The fees are reviewed periodically to ensure that the charges are up to date and sufficient to address the capital improvements needed for new development. The last review of the county’s thoroughfare road impact fee in 2018 led to the more than doubling of the fee for many development categories. Because their traffic impacts vary, the thoroughfare road fees are different for each development category, such as single-family, multi-family, shopping center, supermarket, convenience store, movie theater, hotel, warehouse and nursing home.

Two or more County Council members are expected to attend the workshops.
